Abstract

우리나라의 설계기준은 약 10년을 기준으로 개정이 진행되고 있으며 이러한 설계기준의 개정은 과거와 신규의 산정절차나 분류기준의 차이가 발생한다. 이러한 설계기준 개정에 따른 분석결과의 정량적 변동은 재해저감을 위한 대책 수립시 반영하기에는 어려움이 있다. 본 연구에서는 울산광역시 중구에 위치한 혁신도시 인근을 대상유역으로 토지이용 분류기준 개정에 따른 유출곡선지수와 홍수량 변동특성을 검토하였다. 2012년에 개정된 ‘설계홍수량 산정요령(국토교통부, 2012)’을 기준으로 2012년 이전을 Case 1, 개정 이후를 Case 2로 정의하였다. 대상유역의 토이지용도 46개에 대하여 Case 1은 6개, Case 2는 22개로 토지이용도를 분류하였으며, Case 2가 Case 1보다 유출곡선지수는 약 10 %, 홍수량은 7 %가 증가하는 것으로 분석되었다. 본 연구결과를 통해 2012년 이전에 수행된 재해영향분석 결과에 대해서는 설계기준 개정에 따른 증가량을 고려한 재해대책수립이 필요할 것으로 판단된다.

Trans Abstract

Design Standard in South Korea are revised about every decade and the revision generates the difference of estimate calculations or classification criteria between the past and the present. Quantitative variations of analysis results according to the revision of design criteria are difficult to be applied in case of establishing alternatives for reducing disaster risks. This study reviewed the curve number and variational characteristics of flood discharge in accordance with the revision of land use classification by setting neighboring innovative cities located in Jung-gu Ulsan Metropolitan city as target basins. It defined Case 1 before 2012 and Case 2 after the revision based on "Methods of Estimating Design Flood Amounts The Ministry of Land, Infrastructure, and Transport" amended in 2012. For 46 degrees of land use among target basins, Case 1 classified them into six basins and Case 2 classified them into 22 basins. It found that Case 2 showed a rise nearly 10% in curve number and 7% in flood discharge amounts than Case 1. Results from this study suggest that establishing disaster precaution is assumed to be needed by considering increased amounts in accordance with the revision of design standard on findings from an analysis of disaster impacts conducted before 2012.

1. 서 론

유역에서 발생하는 홍수량을 산정하는 수문해석은 다양한 매개변수의 특성을 고려하여 설계빈도에 따라 산정된다. 우리나라에서도 홍수량 산정을 위한 설계기준 및 산정요령 등이 제시되어 있으며 짧게는 5년에서 10년마다 개정이 이루어지고 있다. 2012년을 기준으로 ‘설계홍수량 산정요령(MoLIT, 2012)’이 개정되면서 통일성 있는 설계홍수량 산정이 진행되고 있는 반면 2012년 이전에는 각 지형특성이나 강우특성에 따른 설계홍수량의 산정방법이 다양하게 적용되었다.

설계홍수량은 강우특성의 강우강도, 설계빈도, 확률강우강도식 등과 지형특성의 유역면적, 경사, 유로연장, 유출곡선지수 등에 다양한 매개변수의 특성이 고려되어 산정된다. 그 중 강우특성과 지형특성인 유역면적, 경사, 유로연장의 경우 관측되거나 수치지형도 등에서 제공되는 자료로서 변경의 폭이 크지는 않다. 유출곡선지수의 경우 ‘하천설계기준⋅해설(KWRA, 2009)’에서 선행토양함수조건에 대하여 미국 토양보존국(United States Soil Conservation Service)에서 조사 분석한 결과의 유출곡선지수(Curve Number, CN)를 제공하였지만 우리나라의 지형특성과는 적용성이 높지 않아 토지이용 분류기준의 모호함이 있었다. 이를 보완하고자 2012년에 우리나라에 유출곡선지수 산정의 적합한 ‘설계홍수량 산정요령(MoLIT, 2012)’이 제시되었다.

국내외의 유출곡선지수의 연구내용으로 미계측 유역의 토양특성과 식생피복상태, 그리고 선행강수조건 등을 미국 자연 자원보호청(US. National Resources Conservation Service, NRCS)에서 토지이용특성의 분석을 통해 강우에 따른 유효우량을 추정하는 유출곡선지수(Curve Number, CN)를 제안하였다. Hawkins(1978)은 홍수량 산정시 유출곡선지수의 변동은 홍수량 크기에 큰 영향을 미친다고 분석하였으며 Nicklow and Muleta(2001)은 농경지 유역에서는 다양한 토양의 침식을 방지하기 위한 적절한 토지이용방법을 통해 분석을 진행하였다. Sharifi and Kalin(2010)은 수치 지형도의 세가지 조사방법으로 제작된 토지이용도에 대하여 각각의 유출곡선지수에 영향성을 분석한 결과 유출량이 다르게 산정된다고 제시하였다. 국외에서 선행된 유출곡선지수 연구는 토지이용 분류기준에 따라 각각의 홍수량 산정결과가 다르며 홍수량 산정 매개변수에서 큰 영향이 있다는 것을 제시하였을 뿐 설계기준 개정이나 분류기준의 개정에 따른 홍수량 증감량을 정량적으로 제시되지 않았다.

Cho et al.(2001)의 유출곡선지수는 토지이용도와 토양도를 고려한 매개변수로서 현재의 기준이 실제 국내 지형에 고려되어야 할 부분이 반영되지 않은 한계성이 있다고 제시하였다. Yoon(1991)은 유출곡선지수의 미계측 유역에서의 선행토양함수조건을 AMC-Ⅱ와 AMC-Ⅲ를 3:7의 비로 사용하는 방법을 제시하였으며 Park et al.(2005a, 2005b)은 선행토양함수에 대한 강우조건에 따른 총 강우량과 선행강수의 민감도를 분석하였다. Yoo et al.(2005)는 강우발생빈도에 대한 AMC 조건별 적정성을 분석하여 선행강우량 기준에 따른 분류기준을 제시하였다. 국내의 유출곡선지수의 선행토양함수조건 연구는 AMC 조건별 다양한 강우조건을 분석하였을 뿐 유출곡선지수 조건에 따른 홍수량 변동은 분석되지 않았다. Lee et al.(2008)은 토지이용 변화에 따른 유출특성이 미래의 기후변화 적용에 따른 변화를 예측하는 연구를 수행하였으며 Han and Kim(2009)은 제주도 외도를 대상으로 도시화에 따른 토지이용변화의 유출특성을 비교하였다. Lee et al.(2010)은 현재 적용되는 중분류 기준의 토지이용도는 2002년에 작성되어 홍수량 산정시 현실적인 유출특성을 반영하기에는 어려움이 있다고 제시하였다. 국내의 유출곡선지수에 대한 연구는 과거의 토지이용 분류기준에 대한 우리나라 적용성의 어려움과 현실적인 유출특성을 반영하기 어렵다고 제시하였을 뿐 우리나라의 적합한 토지이용 분류기준에 따른 홍수량 산정을 통한 비교연구는 수행되지 않았다.

따라서, 본 연구에서는 울산광역시 중구 혁신도시 인근지역을 대상유역으로 토지이용도 분류기준 개정에 따른 유출곡선지수와 홍수량의 변동특성을 분석하고자 한다. 토지이용도 분류기준은 2012년 이전에 ‘하천설계기준⋅해설(KWRA, 2009)’에서 제시한 미국 토양보존국의 분류기준을 Case 1, ‘설계홍수량 산정요령(MoLIT, 2012)’ 개정에 따른 우리나라에 적합한 유출곡선지수 산정방법을 Case 2로 구분하여 적용하였다. 대상유역의 토지이용도에 대하여 설계기준 개정 전과 개정 후의 토지이용 분류기준을 수립하고 유출곡선지수와 홍수량의 변동특성을 정량적으로 제시하고자 한다.

2. 토지이용분류기준

2.1 하천설계기준⋅해설(2009년)

토지이용에 따라 유출의 영향을 크게 미치는 선행토양함수조건에 대하여 미국 토양보존국(United States Soil Conservation Service)에서는 유역의 식생피목형 및 처리상태, 처리상태별 침투조건 및 토양형 등에 따라 장기간의 조사분석 결과를 이용하여 유출곡선지수(CN, Curve Number)를 산정하였다. ‘하천설계기준⋅해설(KWRA, 2009)’에서는 미국 토양보존국에서 산정 결과를 토대로 유역의 선행토양함수 조건 중 AMC-Ⅱ조건에 대하여 토양형과 식생피복별 조건에 대하여 유출곡선지수를 제시하였다. 토지이용상태는 크게 재배농경지, 기타농경지, 도시지역으로 구분하고 있으며, 식생피복의 처리상태에 따라 경사 경작지(straight row), 등고선 경작지(contoured), 테라스식 경작지(terraced)로 구분되어 있다. 수문학적 조건으로는 수직배수가 불량하여 유출률이 높은 불량(poor), 수직배수가 보통이어서 유출률이 중간인 보통(fair), 수직배수가 양호하여 유출률이 낮은 양호(good)로 구분하고 있다. 농경지역 및 산림지역과 도시지역에서의 식생피복 및 토지이용 상태에 따른 토양형별 유출곡선 지수는 Tables 12와 같다.

2.2 설계홍수량 산정요령(2012년)

우리나라의 토지이용상태는 국토지리정보원의 토지이용도와 환경부의 토지피복도를 활용하여 토지이용상태를 고려한 유출곡선지수를 산정할 수 있다. 그러나, ‘하천설계기준⋅해설(KWRA, 2009)’에서 제시한 유출곡선지수는 미국 토양보존국의 분류방법이 우리나라의 수치지도와 정확히 일치하지 않아 유사기준을 적용하거나 수문학적 조건 및 엔지니어의 판단에 따라 설계안전 차원에서 유출률이 높은 조건을 주로 채택하여 적용하고 있다. 그러나 우리나라의 경우 담수재배하는 논에 대한 기준, 산림에 대한 기준, 토지이용상태와 피복처리상태의 조합을 선택할 수 있는 기준 등이 미흡하여 개선이 필요한 실정이다. 우리나라에서 수문학적 토양군에 대한 ‘투수속도 측정에 기반한 수문학적 토양유형의 분류(NIAS, 2007)’의 분류 방법, 논의 유출곡선 번호 추정(Im and Park, 1997) 등의 연구를 토대로 우리나라의 적합한 토지이용 형태에 따른 유출곡선지수 선정방법을 제안하였다. ‘설계홍수량 산정요령(MoLIT, 2012)’에서는 우리나라에서 유출곡선지수 산정에 적용할 수 있는 국토지리정보원의 토지이용도와 환경부의 토지피복도 그리고 미국 토양보존국의 토지이용 분류기준을 고려하여 우리나라 토지이용 분류기준에 따른 유출곡선지수 기준을 Table 3과 같이 제시하였다.

3. 대상유역

3.1 지형특성

본 연구의 대상유역은 ‘울산우정 혁신도시(택지) 개발사업 사업계획변경에 따른 재해영향 저감방안(LH, 2010)’의 울산광역시 중구 인근 우정동 일원에 위치한 울산혁신도시 개발 후 지역으로 상류지역은 산지 및 농경지가, 하류지역에는 울산혁신도시가 위치하고 있어 자연유역뿐만 아니라 도시유역이 공존하고 있는 지역이다. 대상유역 내에 위치한 하천은 약사천과 유곡천의 지방하천이 2개, 장현천, 평산천, 사곡천의 소하천이 3개 그리고 울산혁신도시 개발사업으로 폐지된 소하천 우교천, 복산천이 2개 위치하고 있다. 대상유역 내의 지방하천과 소하천은 태화강과 동천으로 합류하여서낙동강으로 유입된다.

대상유역의 전체 면적은 12.84 km2이며 A0 ~ J1`까지 총 18개의 소유역으로 구성하였다. 대상유역의 상류부분에는 입화산과 황방산이 위치하고 있으며 하류부분은 도시지역이 위치하고 있어 표고의 높이는 El. 10m ~ El. 200m까지 다양하게 분포하고 있다. 경사는 0° ~ 50°으로 분포하고 있으며 산지인근 및 하천인근 지역에서는 급경사가 도시지역 인근에서는 완경사가 위치하고 있다. 토양형은 A, B, C, D로 구분되며 전체면적의 50% 이상이 토양형 C로 구성되어있다. 대상유역의 지형특성은 Fig. 1과 같다.

본 연구에서는 대상유역의 토지이용도에 대하여 2장에서 제시한 ‘하천설계기준⋅해설(KWRA, 2009)’과 ‘설계홍수량 산정요령(MoLIT, 2012)’의 분류기준을 적용하였다. 대상유역의 토지이용분류는 총 46개의 토지이용도로 구분되어 있으며 토지이용도의 세부내용은 Table 4와 같다. 대상유역은 울산혁신도시 개발 후 지역으로 기존의 토지이용도 뿐만 아니라 개발에 따른 토지이용도 변경이 계획된 지역이다. 따라서, 대상유역의 기존 수치지형도 상의 토지이용도는 No. 1 ~ No. 20번까지이며, 개발에 따라 계획된 토지이용도는 No. 21 ~ No. 46으로 분류되어 있다.

3.2 하천설계기준을 적용한 토지이용특성

‘울산우정 혁신도시(택지) 개발사업 사업계획변경에 따른 재해영향 저감방안(LH, 2010)’은 ‘설계홍수량 산정요령(MoLIT, 2012)’이 공시되기 이전에 진행된 사업으로 ‘하천설계기준⋅해설(KWRA, 2009)’을 기반으로 하는 토지이용분류가 진행되었다. ‘2010년에 수행된 재해영향 저감방안’에서는 대상유역의 토지이용분류를 Woods, Fallow or Row Crops, Small Grain, Residential Districts, Developing Urban Areas, Water로 총 6개로 분류하였다. 토지이용분류는 피복상태 및 토지이용상태에 따라 2.1절의 ‘하천설계기준⋅해설(KWRA, 2009)’의 기준을 적용하여 토양형별 유출곡선지수를 Table 5와 같이 선정하였다. 또한, 각 토지이용분류에 포함되는 대상유역의 46개 토지이용도를 Table 4의 No.로 Table 5에 제시하였다.

대상유역의 ‘하천설계기준⋅해설(KWRA, 2009)’에 토지이용 분류기준을 적용한 토지이용도는 Woods 6개, Fallow or Row Crops 2개, Small Grain 2개, Residential Districts 32개, Developing Urban Areas 1개, Water 3개로 Fig. 2와 같다.

3.3 설계홍수량 산정요령을 적용한 토지이용특성

‘설계홍수량 산정요령(MoLIT, 2012)’에서는 기존의 ‘미국 토양보존국(United States Soil Conservation Service)’의 우리나라 토지이용형태의 적용기준의 불일치성을 보안하여 우리나라의 토지이용형태를 고려한 정밀한 토지이용 분류기준을 제시하였다. 본 연구에서는 대상유역 46개의 토지이용도에 대하여 2.2절 Table 3의 기준을 적용하였으며 기존 수치지형도의 토지이용도인 No. 1 ~ No. 20은 코드번호와 동일한 토양형별 유출곡선지수를, 개발 후의 토지이용도인 No. 21 ~ No. 46은 Table 3에서 유사한 토지이용도를 Table 6과 같이 선정하였다.

대상유역의 토지이용도 46개에 대하여 각각의 토양형별 Code Number에 대한 유출곡선지수를 적용하였으며 ‘설계홍수량 산정요령(MoLIT, 2012)’에 대한 대상유역의 토지이용도는 Fig. 3과 같다.

4. 홍수량 변동특성

4.1 매개변수 산정

대상유역의 홍수량 산정을 위해서는 확률강우량 분석과 유출에 영향을 미치는 지형특성을 구축해야한다. 그러나, 본 연구의 목적은 토지이용도 분류기준 개정에 따른 홍수량 변동특성을 검토하는 연구로서 홍수량 산정에 따른 매개변수는 ‘울산우정 혁신도시(택지) 개발사업 사업계획변경에 따른 재해영향 저감방안 (LH, 2010)’과 동일하게 적용하고자 한다. 홍수량 산정을 위한 확률강우량 분석은 대상유역인근 기상청 관할 울산관측소의 39년간(1971~ 2009)의 지속시간별 연최대치강우자료를 FARD를 통한 빈도해석을 분석하였다. 최적확률분포형은 적합도 검정을 통해 Gumbel분포를 적용하여 산정한 확률강우량은 Table 7과 같다.

확률강우량 산정은 ‘울산우정 혁신도시(택지) 개발사업 사업계획변경에 따른 재해영향 저감방안 (LH, 2010)’과 동일한 50년 빈도의 확률강우강도식의 Sherman형을 적용하였으며 장단기에 대한 확률강우강도식은 Table 8과 같다.

홍수량 산정방법으로는 SCS 방법, Clark 방법, Nakayasu 방법이 주로 사용되고 있으며, 본 연구에서는 ‘울산우정혁신도시(택지) 개발사업 사업계획변경에 따른 재해영향 저감방안 (LH, 2010)’에서 활용한 SCS 방법을 적용하였다. SCS 방법을 적용한 홍수량 산정은 유역면적, 유로연장, 평균 경사, 지체시간 등의 매개변수가 적용된다. 대상유역은 A0 ~ J1'까지 총 18개의 소유역으로 구분되어 있으며 홍수량 산정 매개변수의 특성으로 유역면적은 0.05 km2 ~ 1.32 km2의 범위로 평균 0.71 km2, 유로연장은 0.12 km ~ 2.83 km의 범위로 평균 1.30 km, 평균경사는 0.010 ~ 0.183의 범위로 평균 0.071, 지체시간이 0.243 hr ~ 0.399 hr의 범위로 평균 0.311 hr로 Table 9와 같다.

4.2 유출곡선지수 산정

본 연구에서는 대상유역의 토지이용도 설계기준 변경에 따른 유출곡선지수의 산정을 ‘하천설계기준⋅해설(KWRA, 2009)’의 Case 1과 ‘설계홍수량 산정요령(MoLIT, 2012)’의 Case 2에 대하여 분석하였다. 홍수량 산정을 위한 유출곡선지수의 선행토양수분조건은 AMC-Ⅲ 조건으로 변경하여 적용하였다. 울산혁신도시 개발 후 토지이용도 46개 중 Case 1에서는 6개의 분류로 Case 2에서는 중복되는 Code Number를 제외한 22개로 토지이용분류가 분류되었다. 대상유역의 토지이용도 46개 중에 중복분류 것을 제외하며 Case 1은 총 6개로, Case 2는 총 22개의 토지이용분류가 구분되었다. Case 1과 Case 2에 대한 소유역별 토지이용분류에 따라 산정된 유출곡선지수는 Fig. 4와 같다.

대상유역의 설계기준 변경에 따른 토지이용 분류기준을 Case 1과 Case 2로 구분하여 분석하였다. Case 1의 소유역별 유출곡선지수 범위는 59.15 ~ 78.15, 평균 70.27이며 Case 2의 소유역별 유출곡선지수 범위는 66.04 ~ 85.75, 평균 77.18이 산정되었다. Case 2에 대한 Case 1의 유출곡선지수 차이는 최소 –0.12에서 최대 10.56, 평균 6.91이며, 비율은 최소 –0.16 %에서 최대 15.85 %, 평균 9.91 %로 Table 10과 같다. 따라서, 토지이용 분류기준 개정에 따른 유출곡선지수는 Case 1보다 Case 2가 약 10 %가 증가하는 것으로 분석되었다.

4.3 토지이용분류에 따른 홍수량 변동 분석

대상유역의 홍수량 변동특성은 ‘울산우정 혁신도시(택지) 개발사업 사업계획변경에 따른 재해영향 저감방안(LH, 2010)’에서의 유역면적, 도달시간, 확률강우량, 설계빈도는 동일하게 적용하였으며 토지이용 분류기준 개정에 따른 Case 1과 Case 2를 분석하였다. 소유역별 홍수량 분석 결과는 Fig. 5와 같으며 18개의 소유역 중 J0를 제외한 나머지 17개의 소유역에서 홍수량이 모두 증가하였다.

Case 1의 소유역별 홍수량 범위는 1.24 m3/s ~ 28.76 m3/s, 평균 16.61 m³/s이며 Case 2의 소유역별 홍수량 범위는 1.39 m3/s ~ 30.21 m3/s, 평균 17.74 m³/s이 산정되었다. Case 2에 대한 Case 1의 홍수량 차이는 최소 –0.03 m³/s에서 최대 2.48 m3/s, 평균 1.13 m³/s이며, 비율은 최소 –0.10 %에서 최대 12.10 %, 평균 6.88 %로 Table 11과 같다. 따라서, 토지이용 분류기준 개정에 따른 홍수량 변동특성은 Case 1보다 Case 2가 약 7 % 증가하는 것으로 분석되었다.

5. 결 론

본 연구에서는 울산광역시 중구 혁신도시 인근지역을 대상으로 토지이용 분류기준 개정에 따른 유출곡선지수와 홍수량의 변동특성을 분석하였다. 토지이용 분류기준은 ‘하천설계기준⋅해설(KWRA, 2009)’에서 제시한 미국 토양보존국(U.S SCS)의 기준의 Case 1과 ‘설계홍수량 산정요령(MoLIT, 2012)’에서 우리나라의 적합한 토지이용 형태에 따른 유출곡선지수 선정방법 기준을 Case 2로 분류하였다. 홍수량 분석을 위한 매개변수는 SCS 방법을 적용하여 유역면적, 지체시간, 강우량은 50년 빈도의 확률강우량을 Case 1과 Case 2에 동일하게 적용하였다.

토지이용 분류기준 개정에 따른 대상유역의 토지이용도는 총 46개로 구분되었으며 Case 1에서는 6개의 분류기준으로 Case 2에서는 22개의 기준으로 분류하여 유출곡선지수를 산정하였다. 유출곡선지수의 선행함수조건은 AMC-Ⅲ 조건을 적용하였으며 소유역별 유출곡선지수의 평균은 Case 1이 70.27, Case 2가 77.18로 분석되었다. 토지이용 분류기준 개정에 따른 유출곡선지수는 Case 2가 Case 1보다 6.91이 비율로는 Case 1보다 약 10 %가 증가하는 것으로 분석되었다. 홍수량 변동에 대한 소유역별 평균은 Case 1이 16.61 m3/s, Case 2가 17.74 m³/s로 1.13 m³/s가 증가하였으며 Case 1 대비 Case 2가 약 7 % 증가하는 것으로 분석되었다.

본 연구에서는 토지이용 분류기준 개정에 따른 유출곡선지수와 홍수량의 변동특성을 분석하였다. 이 연구결과를 통해 2012년 이전에 수행된 재해영향분석결과에 대해서는 유출곡선지수는 약 10 %, 홍수량은 약 7 %를 증가한 재해대책수립이 마련되어야 할 것으로 판단된다.
