Abstract

공동구는 도시민의 일상생활에 필수적인 통신, 전력, 냉⋅난방시설의 공급에 있어 도심 공간 활용의 효율성을 가진 지하 중요 기반 시설물이다. 또한 지하공간이라는 특수성으로 인해 안전한 유지관리가 중요하며, 시설을 시공하는 과정에서 작업자의 안전성 확보 또한 중요한 문제이다. 특히 시공 중인 공동구에서의 화재 사고 발생 시 화재의 빠른 확산과 고밀도의 연기 발생으로 인한 위험성이 높아 계획 설계단계 시 화재안전성을 확보하기 위한 위험성 평가가 중요 안전 활동 중 하나이다. 따라서 본 연구에서는 시공 중인 공동구에서 발생 가능한 화재사고를 예방하고, 해당 시설물의 안전관리를 통하여 대형재해 발생을 예방할 수 있도록 위험성 평가기법 중 원인결과분석(Cause consequence analysis; CCA) 기법을 활용하여 해당 시설물의 시공 중 발생 가능한 잠재위험성에 대한 화재사고 시나리오를 작성하였다. 본 연구결과는 공동구 시공 중 발생 가능한 사고 예측 및 재해예방 매뉴얼 개발을 위한 기초데이터로 활용될 수 있을 것으로 기대된다.

Trans Abstract

Underground urban utility tunnels are essential facilities in city centers, with an excellent space efficiency in providing communication, power, cooling, and heating facilities. Due to the distinct characteristics of the underground space, it is important to ensure the safety of workers during the construction of these facilities, and to prevent fire spreading through the long line of the utility tunnels. In particular, in case of a fire accident at a construction site, fire risk is very potential due to the fast spread of fire and the generation of high-density smoke. Therefore, to prevent fire accidents at construction sites and large scale disasters through safety management facilities, a fire accident scenario was prepared in this study accounting for potential hazards during the construction of the facility by using the cause consequence analysis (CCA) as a method of risk assessment. The results of this study are expected to be used as a basis for accident prediction and for the development of a disaster prevention manual when constructing underground urban utility tunnels.

1. 서 론

도심 지하공동구(Underground Urban Utility Tunnels)는 도시민의 일상생활 영위 시 필요한 시설 및 설비 등을 지하에 공동으로 설치함으로써, 도시미관 향상, 유지관리 용이, 도로 공간의 효율적인 이용 등을 도모하고 있어 현대 사회에서의 필수 시설물이라 할 수 있다(Kim et al., 2008; Ko, 2018). “공동구”는 [국토의 계획 및 이용에 관한 법률 제2조]에서 지하매설물(전기⋅가스⋅수도 등의 공급설비, 통신시설, 하수도 시설 등)을 공동 수용함으로써 미관의 개선, 도로구조의 보전 및 교통의 원활한 소통을 기하기 위하여 지하에 설치하는 시설물로 정의되어 있다. 해당 시설물은 장기적으로 시설의 개별 매설에 비해 경제성이 뛰어나며, 장기 수요 증가에 탄력적으로 대응할 수 있고, 잦은 도로 굴착을 방지하여 예산절감 및 도로교통의 장애요인을 제거할 수 있다는 장점이 있다. 이러한 지하공동구의 안전성 확보를 위해서는 공동구 내에 설치된 각종 시설물에서 발생할 수 있는 화재, 침수, 폭발사고 등의 잠재적 위험요소들을 효과적으로 제어 및 방어할 수 있는 안전관리 방호대책이 구축되어야 한다. 특히 해당 공간의 경우, 전기, 통신, 상⋅하수도, 가스뿐만 아니라 냉난방시설 등을 운영하기 위하여 각종 케이블 등이 설치되어 있어 화재사고 발생 시 유독 성분 방출로 인해 초기진압이 어렵고, 화재가 확산될수록 도심지의 필수적인 공공시설물들의 원활한 운영이 어려워진다(Park and Roh, 2002; Lee, 2010).

[화재예방, 소방시설설치ㆍ유지 및 안전관리에 관한 법률 시행령 별표2]에서는 특정소방대상물로써 소방관서의 점검대상이 되는 시설물로 규정되어 있다. 현재까지 공동구의 화재 안전 및 유지관리에 관한 국내 연구는 유지관리 및 소방시스템 개선, 화재위험성 예측, 화재사례 분석 및 화재방호 대책 수립 등에 대한 연구가 진행 중이다(Kim et al., 2003; Choi, 2007; Lee, 2010; Ko, 2018). 관련 연구들은 대부분 공동구의 유지관리에 관한 연구에 초점이 맞추어져 있다.

국외 연구에서는 공동구 내 화재 시 감지시스템 개발에 관한 연구(Ishii et al., 1997), 공동구 내 제연시설, 연기온도 계측, 화염확산 및 연기 유동성, 그리고 연기독성 평가(Zhang et al., 2016; Zhao, Zhu, Gao and Tao, 2018; Zhao, Zhu, and Gao, 2018)에 관한 연구가 진행 중이다. 국내 연구 동향과 국외 연구 동향을 비교하였을 때, 국내 연구는 공동구 유지관리에 대한 방재시스템, 사고사례 분석에 대한 연구가 주로 진행되고 있고, 국외 연구에서는 공동구 화재 시 화염 확산 또는 연기 확산, 연기 농도 및 독성 등에 대한 계측 기법 개발연구를 주로 진행하고 있다. 그러나 현재까지 진행되고 있는 국내 및 국외 연구 중에서 시공 중인 공동구의 화재 예방 및 안전관리에 관한 구체적인 연구는 미흡한 실정이다. 공동구는 도심지 필수시설로서 안전한 유지관리가 중요하지만, 이러한 시설을 시공하는 과정에서의 작업자의 안전성 확보, 화재 대규모화 방지 또한 매우 중요하며 계획 설계단계 시 이러한 위험성 평가가 반영되어야 한다고 판단된다.

현재 지하역사, 지하도상가, 지하주차장, 지하공동구 등 지하공간과 관련하여 하나의 통일된 위험성 검토 기준이 아직 마련되어 있지 않은 실정이다. 화재소방학회에서 2013년도에 발표한 보고서에 의하면, 지하공간이 대형⋅복합화되어가면서 화재 안전성 평가대책 중에서 피난, 연소확대방지, 초기 소화 및 관리 등에 대한 종합적인 대책이 필요하다고 언급하고 있다. 특히 지하 공동구에서는 계획 및 설계단계에서 중요도가 높은 안전 대책을 중심으로 화재 안전대책이 수립되어야 한다. 또한, 지하 공동구의 경우 지하공간에서의 화재의 확산으로 인한 인접 건물로의 화재 확대, 전기 또는 통신 설비의 기능 상실, 작업자 피난 및 구조 실패 등 대형사고로 이어질 수 있어 시공 단계에서의 위험성에 대한 대책 마련은 시공 전 설계 단계에서 수립되어야 한다.

따라서 본 연구에서는 공동구 시공 중에 발생 가능한 화재사고를 예방하고, 해당 시설물의 안전관리를 통한 대형재해 예방을 위하여 위기경보단계를 제안하고자 하였다. 또한, 위험성 평가기법 중 원인결과분석(Cause Consequence Analysis; CCA) 기법을 활용하여 해당 시설물의 시공 중 발생 가능한 잠재위험성에 대한 화재사고 시나리오를 작성하였다.

2. 공동구의 재해특성 및 위험요인 분석

2.1 공동구 재해 사례

국내 공동구에서의 주요 재해 사례로는 평택 공동구 화재(1993), 동대문 공동구 화재(1994), 종로 지하공동구 화재(1994), 남대구 지하통신구 화재(1994), 안양시 지하공동구 화재(1994), 여의도 공동구 화재(2000), 신양재 지하전력구 화재(2002), 구리시 전력구 화재(2006) 등의 화재사고(Part et al., 2002; Choi, 2007; Ko, 2016)와 노후 상수도관 파열로 인한 여의도 공동구 침수(2000), 폭우로 인한 목동 공동구 침수(2001), 지하철 3호선 정발산역 침수(2006) 등의 피해들을 꼽을 수 있다.

주요 피해 현황으로는 종로 지하공동구 화재의 경우 수도권 통신두절 및 은행전산망 마비, 남대문 지하통신구 화재 시에는 시내⋅외 케이블 약 4만 5천 회선의 손상, 여의도 공동구 화재의 경우 62억 여 만원, 신양재 지하전력구 화재의 경우 케이블 및 구조물 등의 소실로 약 4억 7천 여 만원의 재산손실이 있었다(Kim et al., 2008).

2.2 공동구 화재 특이성

지하공동구에서의 화재는 일반 건축물에서처럼 환기가 원활하게 진행되지 않아 유독가스의 발생 시 시공 중 작업하고 있는 근로자들뿐만 아니라 인접 건물로의 연기 확산으로 재실자들의 안전도 위협될 수 있다. 또한, 종로나 여의도의 공동구 화재에서처럼 전산통신망의 손상으로 인해 인명피해와 재산피해에서 대형 사고로 확산될 위험성이 크다.

특히 공동구는 밀폐된 지하 공간으로써 심리적으로 공포감, 행동의 부자유, 불안감 등을 이유로 방향감각이 저감되고, 지상과 격리되어 있어 작업자의 이성적 판단이 곤란하여 화재 시 작업자의 피난이 어렵다(Yoo and Lim, 2009; Lee, 2010)는 문제점이 있다. 또한, 작업 현장의 특성상 다량의 케이블이 설치되어 있어 화재 발생 시 해당 시설에서 방출되는 유해성분으로 인해 인체 유해성이 상당하다.

Seo et al. (2018)의 보고에 의하면 케이블 화재 시 피복재 및 절연재의 주요 구성 성분인 폴리에틸렌, 폴리프로필렌, 폴리클로로프렌, 가교폴리프로필렌 등에서 방출되는 연소생성물은 일산화탄소, 이산화탄소뿐만 아니라 난연 처리 시 사용되는 첨가제의 열분해에서 기인된 포름알데히드, 황산가스, 질소산화물, 시안화수소, 염화수소 등이 있어 흡입 시 인체에 매우 유해하다. 특히 시안화수소, 염화수소의 경우는 매우 적은 양을 흡입하여도 사망 가능성이 높아(Baeck, 2016) 그 위험성이 높다고 판단된다. Tables 1 (Dudley and Neal, 1942; Ballantyne, 1983; Singh et al., 1989) and 2에 시안화수소와 염화수소의 공기 중 농도에 의한 위험성에 대해 나타내었다.

2.3 공동구 시공 중 화재 위험요소

공동구의 화재 위험특성을 구분해보면, 폐쇄적인 지하공간이므로 화재 시 유해가스의 축적이 쉬운 구조이며, 외기 공급이 한정되어 있어 불완전 연소로 인한 다량의 일산화탄소, 질소산화물 등의 유해가스 방출량이 증가되고 열의 축적이 급속도로 진행될 수 있다. 또한 소방대의 내부 상황 파악이 어려워 화재 초기 진압이 어려워지고, 소방대의 진입로에 화염이나 연기가 증가하여 진입거리 확보가 어려운 경우 활동에 큰 제약을 받게 된다. 이러한 특성을 바탕으로 공동구 화재 시에 관련된 위험요인을 Table 3에 나타내었다.

선행 연구(Park and Roh, 2002)에서는 지하공간이 가진 잠재적인 화재 확산 위험성 평가의 요소를 환경적 요소, 공간적 요소, 설비적 요소, 그리고 인적 요소, 총 4가지로 분류하였다. 또한, 최근 국외의 연구(Zhao, Zhu, Gao and Tao, 2018; Zhang et al., 2016)에서는 지하공간에서의 화재 발생 시 위험성 요소로써 케이블에서의 화염확산 및 유해성분 방출, 그리고 해당 성분의 계측에 대한 연구를 수행하고 있다. 따라서 본 연구에서는 기존 4가지 요소에 가연물에서 방출되는 연소생성물의 독성에 대한 유해성과 그로 인한 인적 오류 중 심리적 요소를 추가하여 시나리오를 구축하였다.

3. 공동구 위기경보단계 구축 및 위험성 평가기준

3.1 위기경보단계 구축

시공 중인 공동구에서 발생 가능한 화재 위험요인을 발굴 및 분석하여 위기경보단계를 구축할 수 있다. 우리나라의 위기경보단계는 관심(Blue), 주의(Yellow), 경계(Orange), 심각(Red) 등 4단계(Hwang et al., 2016)로 구성되어 있으며, 현재 재난 및 안전관리기본법에 규정되어 있는 재난에 적용되고 있다.

이러한 위기경보단계의 구축 시 기존 사고 사례를 바탕으로 공동구의 특성을 고려하여 시공 중 작업자들의 안전성을 높일 수 있다. Table 4에 시공 중 공동구에서 발생 가능한 사고에 대한 위기경보단계를 제시하였다.

먼저 지하공동구의 시공 중 가연물이 될 수 있는 것은 파이프라인 등의 용접 불꽃, 작업을 위한 각종 설비 및 케이블 단락 등으로 인한 화재가 있을 수 있다. 이 때 소화설비나 화재경보 등의 자동화재탐지설비가 정상 작동될 수 있도록 지속적인 관심이 필요한 단계이다. 그 다음 단계로는 시공 중의 장비에서 발생할 수 있는 합선, 누전, 과열 등으로 인한 케이블 피복재 및 절연재에서의 화염 발생이나 외부 원인으로부터 화염이 확산되어 화재가 발생할 수 있는 상황이다. 이때는 유독가스 발생의 위험이 있어 화염확산 및 연소생성물의 발생이 확대되지 않기 위한 주의가 필요하며, 특히 작업 시 작업자 또는 화재감시자의 초기 소화 활동이 필요하다.

케이블 피복재 및 절연재의 경우 75℃ 이상의 온도에서는 착화될 위험이 있으며, 착화 후에는 화염 확산 속도가 매우 빠르기 때문에 경계 및 심각 단계로 위기상황이 발생될 수 있다. 이때 지하공간의 특성 상 밀폐된 환경이므로 제연설비가 정상작동하지 않으면 연소생성물의 유해성분으로 인한 인명피해가 발생될 위험성이 크다. 특히, 이 때 심리적인 요소로 인한 패닉이 발생되어 작업자의 피난 유도에 어려움이 있으며, 일반적인 피난 시뮬레이션과 유사하게 활동하지 않을 수 있어 인적 오류에 대한 주의와 심리적 요소에 대한 고려가 상당히 필요하다. 또한, 다량의 고밀도 연기 발생 시 소방대의 초기 진압 실패 상황이 발생할 수 있으며, 연기와 고온의 화염이 외기와 닿는 곳에서는 폭발적으로 분출될 수 있어 작업자의 사망 사고로 이어질 수 있다.

3.2 위험성 평가기법

원인결과분석 기법(Cause consequence analysis, CCA)은 결함수 분석(Fault tree analysis, FTA) 기법과 사건수 분석(Event tree analysis, ETA) 기법을 혼합한 분석기법으로, 원인과 결과도(Cause and Consequence Diagram)를 통해 효과적 의사 전달이 가능하다. 특히 CCA는 사고의 결과와 그들의 근본적인 원인 간의 상호 관계를 보여줄 수 있어, 분석할 사건의 경로가 비교적 단순한 경우에 사용되며 원인에 대한 정량적 결과 예측이 가능하기에(KOSHA, 2011) 본 연구에 적용하였다. 즉 CCA를 통해 공동구 시공 중에 잠재되어 있는 위험요소들을 바탕으로 재난 시나리오를 작성하여 사고 발생 전 상황의 잠재위험성을 확인하고자 한다. 잠재위험성이란 시설 내에 존재하는 위험뿐만 아니라 주변 요인으로 인해서도 발생이 가능한 위험으로 사고 발생 이전에 항상 확인되는 것은 아니며(Kim 2004), 사고로 진행되기 전에 필수적으로 감소시켜야 한다.

3.3 위험성 평가기법을 활용한 화재 시나리오

공동구의 시공 중 발생 가능한 화재사고에 대하여 Tables 3, 4에 제시된 위험요인들을 바탕으로 CCA 기법과 결합한 재해 시나리오를 구상하였다. 본 시나리오는 공동구 시공 중 발생 가능한 화재사고를 바탕으로 하여 각각의 사건상황을 설정하고 그 원인이 되는 요소들을 연결하여 영향을 분석하는 원리로 작성되었다.

3.3.1 안전한 상황에 대한 화재 시나리오

먼저 사건 상황은 안전한 상황과 위험한 상황으로 나누고, 안전한 상황은 화재가 발생하지 않은 정상작업, 화재가 발생하였더라도 자동화재탐지설비 작동, 자동 소화설비 작동으로 인한 위험상황 미발생으로 분류하였다. 위험한 상황은 화재 발생 시 작업자의 문제 인지와 미인지, 자동 설비 작동과 미작동 등으로 세분화하였다. 다음 단계로 선정된 사고 상황에 대한 모든 요소들을 확인하고, 그중 사고 발생의 위험성을 낮출 수 있는 안전요소를 확인하였다. Table 5에 시나리오 작성에 적용된 안전요소 및 안전한 상황 구성에 대해 나타내었다.

Table 5에 제시된 것과 같이 안전한 상황은 화재사고가 아예 발생하지 않은 상황과 화재사고가 발생하더라도 초기대응이 잘 이루어져 대형사고로 번지지 않은 경우로 구성된다. 안전한 상황에 대한 안전요소는 작업자의 사고 인지로 인한 초기 수동조치, 작업자의 사고 미인지에도 자동 소화설비의 정상작동으로 인한 초기 소화 성공, 화재 경보의 정상작동으로 인한 작업자의 신속한 대피, 그리고 설비들이 정상작동을 하지 않더라도 초기 소화 작업을 수동으로 진행하거나 화재감시단의 안전지침 수행으로 인해 대형사고로의 확대 방지 등이 있다.

시나리오 작성의 두 번째 단계에서는 안전요소들의 정상적인 작동을 성공과 실패로 구분하여 초기 사건에서 결과까지의 사건 경로를 설정한다. 이때 해당 경로에서 안전한 상황의 경우를 성공으로 설정하고, 발생 가능한 모든 상황들을 포함시킨다. 그 다음 단계에서는 각 사건 발생을 정상 사상으로 하고, 안전요소들의 실패를 AND 게이트에 연결함으로써 시나리오의 결과를 나타내었다.

3.3.2 위험한 상황에 대한 화재 시나리오

위험한 상황은 화재가 발생하였을 때 초기 소화에 실패하였으나 인명피해가 발생하지 않은 경우, 대형사고로 확산되어 인명피해가 발생한 경우, 패닉으로 인한 작업자의 피난실패, 사망사고 발생 등으로 세분화하였다. 안전한 상황에서의 시나리오와 마찬가지로 선정된 사고 상황이 확대될 수 있는 위험요소를 설정하였다. 관련 사고 시나리오 및 안전요소에 대하여 Table 6에 제시하였다.

Table 6에서 확인할 수 있듯이 위험한 상황은 화재사고 발생 시 대형화재로 번지거나 사망사고까지 발생할 수 있는 경우로 구성된다. 위험한 상황에 대한 사고 발생 요소는 자동화재탐지설비나 자동소화설비 등 설비의 미작동, 작업자의 사고 미인지 또는 너무 늦은 인지, 화재가 발생한 구역이 아닌 다른 구역에서의 작업자 사고 미인지, 작업자의 안전하지 않은 행동, 사고 발생 후 작업자의 피난 실패, 작업자의 패닉 등으로 세분화하였다.

위험요소들은 실패로 분류되었으며, 초기 사건에서 결과까지의 사건 경로를 설정하였다. 이때 해당 경로에는 위험한 상황에서 사고의 원인이 될 수 있는 모든 요소들과 발생가능한 모든 사고들을 포함시킨다. 경로 작성 후, 다음 작성단계에서는 안전한 상황을 정상 사상으로 하고, 안전요소들의 실패를 AND 게이트에 연결하여 전체 화재 발생 시나리오를 나타내었다.

3.3.3 CCA 기법 적용 화재 시나리오

Figs. 12에 시나리오에 사용된 기호에 대하여 나타내었다.

본 연구에서 설정된 화재 시나리오는 CCA 기법의 분석원리를 적용하여 결과(사고)에 대한 원인을 분석하고, 그 원인으로 인해 발생할 수 있는 결과들을 모두 포함하여 경로를 설정하였다.

Tables 5, 6에 제시되었던 요소들을 기반으로 작성된 시나리오를 Fig. 3에 나타내었다. 상황은 안전한 상황과 위험한 상황으로 나누고 사고가 발생하지 않은 경우, 사고가 발생하더라도 대형사고로 번지지 않는 경우, 대형사고로 번지더라도 인명피해를 겪지 않는 경우, 그리고 인명피해까지 발생되는 경우 등의 다양한 결과들을 제시하고, 그 원인들에 대하여 각각 분석하였다. 또한 심리적인 요소를 원인에 포함하여 지하공간이라는 특수성에서 오는 추가적인 위험 요소를 고려하였다.

4. 결 론

본 연구에서는 도심 지하 공동구의 시공 중 발생 가능한 사고에 대해 원인결과분석을 통하여 다양한 결과를 예측하고, 위기경보단계와 대형화재 사고 시나리오를 구축하였다.

본 연구에서 도출된 위기경보단계는 예방, 대비, 대응, 복구 등 구체적인 단계와 안전, 위험요소 등을 세분화하여 사고 발생 시 피해를 최소화하는 데 하나의 기준 방안으로 제시될 수 있다. 또한, 위기경보단계, 사고 사례 등을 바탕으로 CCA 기법을 적용하여 대형화재 사고를 예측하는 시나리오는 공동구 시공 중 작업자뿐만 아니라 근교 시민들의 안전까지도 확보할 수 있도록 건설 시 매뉴얼에 반영될 필요가 있다고 사료된다. 또한, 본 연구에서 구축한 시나리오에서 기존 연구에서 분류한 요소 외에 추가한 위험 요소 중 연소생성물 및 그에 따른 인체위해성, 인적 오류 등은 실제 사고 시 가장 위험성이 높은 요소이다. 따라서 향후 연구에서는 본 연구에서 설정된 시나리오를 바탕으로 공동구 건설재해대응 매뉴얼 설계를 통해 재난관리 방안을 구체화하고자 하며, 해당 결과가 유사 공종의 대형건설재해 예방에 고려 요소로 활용될 것으로 기대된다.

Fire Hazards and risk factors
  • Ignition of surrounding flammable materials due to sparking at the cable shorting point.

  • During operation, the electric current of the cable continues to exceed the allowable current, resulting in ignition of the cable.
