A Study on the Analysis of Reduction Effects and Comparison of Economic Feasibility by Applying the LID Technique

Abstract
This study conducted a comparative review of the effects and project costs of four different flood runoff reduction measures applied in the Dongnam District 1 watershed. Using the XP-SWMM model, the effects of three LID (low-impact development) technologies—infiltration trenches, permeable pavement, and green roofs—were analyzed. The results showed reductions in both peak flood discharge (32.65 m3/s → 27.85 m3/s) and total runoff volume (99,725 m3 → 86,814 m3). However, the application of LID technologies alone is insufficient for mitigating flood risks. Therefore, flood reduction measures were categorized into four CASEs, combining LID technologies with conventional stormwater management facilities. The cost comparison for each CASE was as follows: CASE 1 (LID + pump) at 22.3 billion KRW, CASE 2 (LID + stormwater storage facility) at 20.3 billion KRW, CASE 3 (pump) at 20.6 billion KRW, and CASE 4 (stormwater storage facility) at 21.0 billion KRW. Despite the use of LID technologies, the project costs for CASEs 3 and 4, which utilized existing reduction methods, were higher. This indicates that integrating LID technologies with conventional reduction measures is likely the most effective approach.

본 연구에서는 동남1지구 유역을 대상으로 우수유출저감대책을 4가지로 구분하여 CASE별 저감효과 및 사업비를 비교 검토하였다. XP-SWMM모형을 이용하여 침투트렌치, 투수성포장, 옥상녹화 3가지의 LID 기술 적용시 첨두홍수량(32.65 m3/s → 27.85 m3/s) 및 총유출량(99,725 m3 → 86,814 m3)은 저감되었다. LID 기술 적용만으로는 침수에 대한 저감효과가 부족하여 기존 우수유출저감시설과 접목하여 4가지 CASE로 구분하여 저감대책을 적용하였다. CASE별 사업비 비교 결과 CASE1 (LID + 펌프) 223억원, CASE2 (LID + 우수저류시설) 203억원, CASE3 (펌프) 206억원, CASE4 (우수저류시설) 210억원으로 산출되었다. LID 기술을 적용하더라도 현재 설치된 저감시설 사업비 CASE3, 4의 사업비 보다 적게 산출됨으로 기존 저감방식에 LID 기술이 적용된 저감대책이 효과적일 것으로 분석되었다.
