Abstract
This study aims to develop indicators for selecting safety project districts based on a safety index diagnosis. Safety project districts provide a method of space-level safety management that must be distinct from other similar systems for sustainability. Using brainstorming and AHP, the study recommends the following. First, an approach is proposed to clearly differentiate these districts from similar existing systems, enhancing the efficiency of the project by reducing and addressing complex accidents. Second, six differentiation measures are proposed, focusing on autonomy, effectiveness, and connectivity. Third, the selection index consists of eight detailed selection indicators for four items related to differentiation, analyzed based on the importance of each indicator. This framework will make it possible to designate districts vulnerable to complex accidents as safe business districts, thereby reducing risks.

요지
안전사업지구는 공간 단위 안전관리의 한 방법으로, 지속성을 위해 유사제도와 차별성이 요구된다. 이에 본 연구는 브레인스토밍과 계층분석기법(AHP)을 활용하여 안전사업지구 선정 시 우선적으로 고려되어야 할 사항을 중심으로 선정지표 및 가중치를 개발하였다. 연구결과 첫 번째, 복합사고의 경감 및 대응을 통해 기존 유사제도와의 명확한 차별성과 사업의 효율성도 높이는 방법이 제안되었다. 두 번째, 자율성, 실효성, 연계성 관점에서 6가지 차별화 방안이 도출되었다. 세 번째, 선정지표는 차별성과 연계된 4개 항목 8개 선정지표로 구성되고 지표별 가중치가 산출되어 중요도가 개발되었다. 이를 통하여 복합사고에 취약한 지구를 안전사업지구로 지정하고 위험성을 경감할 수 있을 것이다.
