Preventive Measures to Establish the Direction Drawn Through the City Railway Safety Ever Thought Analysis

Abstract
This research shows the effects of age, gender, drinking, and service hours on an accident on the stairs, deduced from analyzing acci-dent cases provided by urban railway operating agencies. Moreover, types of accident on the stairs were subdivided and each type of risk was also analyzed. And roughly three directions of the establishment of prevention measures were deduced for reducing acci-dents on the stairs through such investigation. First of all, the establishment of risk-based railway safety management system to which ALARP risk management methodology was applied was suggested. And a method of cost-benefit analysis was then suggested so as to select realistic and rational prevention measures. And lastly, plans of the establishment of the order of priority of prevention measures were suggested in eight-stage procedures in order to decide the order of measures applicable to urban railway station. Such directions of the establishment of prevention measures for reducing accidents are considered to work as a guideline for operating agencies in establishing prevention measures henceforward.

요지
본 논문에서는 도시철도 운영기관의 사고사례를 분석을 통하여 연령, 성별, 음주, 이용시간이 계단 사고에 미치는 영향을 도출하였다. 또한 계단에서 발생하는 사고유형을 세분화 하고 각 유형별 위험도 분석을 수행하였다. 이를 통하여 계단사고 저감을 위한 예방대책수립방향을 크게 3가지로 도출 하였다. 우선 ALARP 위험관리 방법론을 적용한 위험도 기반의 철도안전관리체계의 수립을 제시하였다. 다음으로 현실적이고 합리적인 예방대책 선정을 위하여 비용편익분석 방안을 제시하였다. 마지막으로 도시철도 역사 내에 적용 가능한 대책의 순위를 결정하기 위하여 예방대책의 우선순위 수립방안을 8단계의 절차로 제시하였다. 이러한 사고감소를 위한 예방대책수립 방향은 향후 운영기관의 예방대책 수립 시 가이드라인의 역할을 담당할 것이라 사료된다.
